meaningful conversation that focused on the mission, structure, skills, funding
strategies and life cycles of successful COEs. How long should a Center of
Excellence exist and if/how it morphs over time? "Build to last, or build
to blast?"

discussed critical skills a COE should provide for an organization to deliver
